Why AI transformation is an operational problem first

The COO is often the most important person in an AI transformation who is least represented in the early design conversations. Strategy and technology get attention first. Operations gets involved when the pilot needs to move into production and nobody knows who owns the changed workflow.

This pattern is one of the most reliable predictors of AI program stalls. A technically working pilot cannot survive the transition to production without an operational owner who understands the changed workflow, is committed to making it work, and has the authority to manage the people who will operate it.

The COO's role is to ensure that AI transformation is designed for operations from the start, not retrofitted to operations after the technology team considers their work done.

How to evaluate AI use cases from an operational perspective

Not all AI use cases are equal in operational complexity. The cases that reach production most reliably share a common profile: well-defined inputs and outputs, high volume and repetition, digital data, human-reviewable outputs, and a clear operational owner.

  • Prioritize workflows where the operational team is already motivated to reduce burden, because adoption is faster when the people doing the work want the change
  • Avoid use cases where the workflow is not understood at task level. Workflow ambiguity at implementation time creates expensive rework
  • Flag use cases where no business owner exists or where ownership is contested. These should not advance to pilot until ownership is resolved
  • Be skeptical of AI use cases where the success criteria cannot be stated in operational terms. If you cannot describe what better looks like in the workflow, you cannot validate that the AI delivered it

Human-in-the-loop design: what it means in practice

Human-in-the-loop design is often described as a safety mechanism for AI systems, but it is more usefully understood as an operational design pattern. The question is not whether humans review AI outputs — in most enterprise workflows, they do and should. The question is how the review is designed so that it is fast enough to be operationally viable and accurate enough to maintain quality.

The most common HITL design failure: building a review interface that requires more cognitive effort than the original manual task. When reviewers find it easier to bypass the AI than to review its output, adoption fails immediately.

  • Set confidence thresholds explicitly. Define what level of AI confidence triggers automatic processing versus human review, and make this a business decision, not a technical default
  • Design the review interface for speed. If a reviewer spends more than 30 seconds evaluating each AI output, the review step becomes a bottleneck that kills adoption
  • Create clear exception paths. Define what happens to outputs that fall outside the expected distribution before deployment, not after the first production incident
  • Build feedback loops. Make it easy for reviewers to flag incorrect outputs; this is both a quality mechanism and a continuous improvement input

Managing operational change when AI changes how work is done

AI-enabled workflow changes are operational change management problems as much as they are technology problems. The team that operates the changed workflow needs to understand what the AI does, what it does not do, how to handle exceptions, and how their performance is measured in the changed environment.

Adoption that was not designed for does not happen organically. The operations team's first encounter with the AI system cannot be the go-live day. They need to be involved in the workflow design from the start, understand the exception handling logic before deployment, and have a clear support path for issues that arise after launch.

  • Involve the operations team in workflow design from the start. They understand the current workflow's failure modes better than anyone
  • Run structured onboarding before go-live — not a system walkthrough, but a workflow walkthrough: what does my job look like in the new state?
  • Establish a feedback channel from day one. The operations team will identify quality issues that no monitoring system will catch in the first weeks
  • Protect the operations team from performance pressure during the transition period. Premature pressure to hit productivity targets during adoption creates shortcuts that undermine quality

Measuring operational impact

The COO is usually the right person to define what operational success looks like for an AI use case, and to ensure that the measurement happens. This is not primarily a technology measurement problem. It is an operational measurement problem that requires baseline data captured before deployment.

Key operational metrics for AI use cases: task cycle time before and after, error or rework rate before and after, throughput per person before and after, escalation rate (how often outputs are rejected or escalated), and adoption rate (what percentage of the team is using the system consistently).

The most valuable measurement is often the simplest: ask the operations team whether the new workflow is better than the old one, and why. Qualitative operational feedback in the first 30 days after deployment often predicts long-term adoption success or failure more accurately than quantitative metrics alone.
